                                                                        Abstract

Strategy is a planned step which contains a series of activities that have been designed in such a way by someone carefully adjusted to the objectives to be achieved. The strategy of teacher of Islamic Education in the development of students 'morality is a series of activities that have been carefully designed by Islamic Education teachers to improve coaching, or actions to foster students' morality in a particular school institution in accordance with the place of teaching Islamic Education teachers. Students who have good morality always show good behavior in relationships with God, relationships with others, relationships with the environment and relationships with themselves. The occurrence of moral degradation and the many deviations made by students are needed strategies of Islamic Education teachers in conducting student moral development. Based on that, the researchers conducted research in Pandaan 1 Public Middle School with the title of Islamic education education teacher strategy in fostering students' moral virtues.
 This study aims to (1) to describe the strategies of PAI Teachers in the formation of good morality in Pandaan 1 Public Middle School. (2) to describe the supporting factors and inhibitors of student moral training in Pandaan 1 Public Middle School.
The method used in this study uses a descriptive qualitative approach. Data collection techniques are used methods of observation, observation, interviews and documentation. Data analysis techniques used with data reduction, data presentation and conclusion. Checking the validity of the data is used by triangulation test.
The results of the study show. (1) The strategy of the PAI Teachers in fostering the moral virtues of students in Pandaan 1 Public Middle School includes: personal approaches, role models, habituation, punishment. (2) Supporting and inhibiting factors for the development of students' moral virtues, supporting factors are: the example in the teacher, the method of learning, collaboration and support of parents, facilities and infrastructure. While the inhibiting factors are: Lack of PAI subject hours, limited school supervision, student awareness and student environment.

                                                                    PRELIMINARY

In religious education in this case Islamic education is an education that teaches moral or moral values. Islamic education cannot be doubted as the centers of care and development of moral or moral values ​​based on Islam.
Moral improvement is the most important mission that must be carried out by Islamic education teachers to students, strategy is a very influential component in the world of education, especially related to the process of fostering the moral virtues of students. The strategy of Islamic religious education teachers in fostering the students' moral virtue will basically also greatly influence the level of understanding and practice of moral values ​​themselves. Especially if the influence on the level of awareness of students in practicing noble values, both those in institutions or outside the institution, both formal and non-formal.
At any educational institution, whether formal or non-formal, it must have a strong commitment to the effort to foster student morality, this can not be denied anymore because coaching every educational institution that is committed to fostering akhlakul karimah for its students, certainly has a strategy or its own way in the process of fostering it. This is due to differences in the character of each student in a particular educational institution. The diversity of the strategies of Islamic religious teachers in the process of coaching morality aims to attract students' interest in learning, and to form an atmosphere of learning that is not saturating and monotonous so that the fluency and success in the moral development of the students can be as successful as possible. Without the strategy of Islamic teachers, of course, the process of developing the morality of students cannot run optimally, teaching styles and delivering religious subject matter must vary and be adapted to the classroom conditions, so students do not feel bored and able to understand and practice it in daily life .
The task of Islamic religious education teachers can foster the morals of students and mem in school is to foster and educate their students through Islamic religious education that is practiced in everyday life. The task was difficult because there was an element of absolute responsibility of the teacher, but also the family and the community supported and were responsible and worked together to educate the child, so the moral guidance will be achieved well.
The role of the teacher as the transfer of knowledge is very important. A teacher not only provides education in the form of materials, but more than that must be able to touch the side of his teachings. Because the behavior of a teacher is first seen by his students. A teacher in addition to providing education in the form of subject matter, must also provide a good example in life socialization. How students will behave according to what is taught by the teacher, if the teacher himself has never given a good example to his students.
The purpose of moral education itself is to foster and develop the mental and state of a child, so that children will not be affected by the environment or adverse relationships and even if they are still wrongly chosen, then at least they can think responsibly and within themselves a good moral foundation has been formed as expected.
To realize this, an Islamic religious education teacher is able to try and use several strategies in the effort of student moral development, both strategies in delivering Islamic religious material by using methods or strategies about any activities that must be carried out in developing student morals, because with using strategies can produce desired goals in education.
Strategies that must be carried out by Islamic religious education teachers in moral development of students, in addition to using several methods in the delivery of material must also be supported by exemplary or habituation about good attitudes, without habituation and good example, the formation will be difficult to achieve expected, and it has become the duty of Islamic religious education teachers to give good examples or examples and get used to being good too. The period at the age of primary and secondary education is a very decisive period for his future. Child moral education must begin early so that they become the successors of a nation that has moral virtue. Therefore, education must be able to integrate school, family and environmental education in a continuous manner, by communicating the child's development to the school on what is the habit of children at home and in the environment to establish good communication between parents and teachers to improvement of education, especially morals of students. It is important for parents to find and choose the right school for moral education for their children, in order to succeed in becoming pious and accomplished children who are expected to have noble character.
The progress of the era and technology has a considerable impact on the development of a region, for example the Pandaan sub-district including a fairly rapid development because many industries and adjacent to the Prigen sub-district as a tourism center in Pasuruan, the development of Pandaan sub-district is accompanied by the progress of the era and this technology has an impact which is quite significant, especially for students in terms of education and morals.
One of the schools that felt the impact of the advancement of the era and technology was SMP Negeri 1 Pandaan. In this school many students experience a decline in morals, including declining students' politeness in speaking to the teacher where when students talk to the teacher not using Indonesian or fine Javanese, but using harsh language, then there is a case of sticking photos of two junior high school students Negeri 1 Pandaan on social media when enjoying smoking cigarettes that are still using school uniforms recently has shocked the school. In this case the role of the teacher is needed to foster and strengthen students' morals both in the school and outside the school.
Families who are in lack of moral formation due to the busyness of their parents. So that the morality of the child can be said to be lacking and requires guidance from a religious teacher, if this moral formation is still lacking in the family, then the next formation can be developed in the school. This school will later provide development to students' moral formation which can then be used as a guide for teachers, especially Islamic religious education teachers. Because the cultivation of morals from an early age will produce cadres that are useful for religion, nation and state.

                                                                RESEARCH METHODS

1. Research Approaches and Types
This study uses qualitative methods, the definition of qualitative research according to Lexy j. Moeleong is a research intended to understand the phenomena experienced by research objects such as behavior, perception, motivation, action, etc., in a holistic manner, and in a descriptive way in the form of words and languages, in a special natural context and by utilizing various methods natural.
2. The presence of researchers
As an interviewer the researcher will interview the principal, WAKA Curriculum and Islamic Education Teachers specifically as the main goal. As an observer (observer), the researcher looked at the strategy of the Islamic Education teacher in the morality training in the school. So, during this research, researchers acted as observers, data collectors, data analyzers and also reporters of research results.
3. Research Location
The location in this study took place at Pandaan 1 State Junior High School, Pasuruan Regency, where the school location was very strategic, which was located on Jalan Kebonwaris 17, Pandaan District, Pasuruan Regency.
4. Data and Data Sources
a. Primary data
Primary data is data collected or processed by the organization that published it. Primary data in this study include:
1) PAI teacher strategies in the formation of the Akhlakul Karimah Students
2) Supporting factors and inhibitors of moral development
3) Facilities and infrastructure
b. Secondary Data
Secondary Data, which is data issued by organizations that are not processed. This secondary data is used as supporting data from primary data. This data is obtained or obtained from school documents about the strategies of PAI teachers in fostering the Akhlakul Karimah Mahasiswa and literature related to the problem of this research.
5. Data Collection Techniques
a. Obseration Method
Observations conducted by researchers in this research activity are direct observations of the object to be studied, in this case the observed location or location of the research, facilities, and behavior of morality developed.
b. Interview Method
Interviews are conversations with specific intentions. The conversation was carried out by two parties, namely the interviewer (interviewer) who asked the question and the interviewee (interviewee) who gave the answer to the question. In this study the researchers made informants were principals, WAKA Curriculum and Islamic Religion Teachers as the main informants.
c. Documentation Method
The documentation method comes from the word document which means written items, the documentation method means how to collect data by recording existing data. This method is used to document the administration of school activities, as well as obtain data on the history of the establishment of schools, organizational structures, infrastructure, the number of teachers and students in the State Middle School 1 Pandaan Pasuruan Regency.
6. Data analysis
According to Moleong, the job of analyzing data is an activity to organize, sort, group, code and categorize with the aim of finding work themes and hypotheses. In this data collection analysis researchers used:
a. Continuous observation
Continuous observation is to hold continuous observations on research subjects to understand more in-depth symptoms in the process that occurred in Pandaan 1 Public Middle School.
b. Data reduction
Data obtained by researchers in the field through observation, interviews, and documentation are reduced by summarizing, selecting and focusing data on things that are in accordance with the research objectives.
c. Data Presentation
Data compiled systematically are grouped based on the problem, so that researchers can draw conclusions about the strategies of PAI teachers in the formation of students' moral virtues in Pandaan 1 Public Middle School.
7. Checking Data Validity
Checking the validity of the data in this study uses a triangulation technique that is used to check the validity of data that uses something else outside the data for the purpose of checking or comparing the data.

                     RESEARCH RESULTS AND DISCUSSION OF RESEARCH RESULTS

From the results of interviews conducted by researchers to Islamic Education Teachers and observations in the classes in Pandaan 1 Public Middle School about the role of Islamic Education Teachers namely when teaching teachers always slip material about morals even though it is not the time for moral material as an introduction to learning as character formation for students, as a provision for students to become children who are praying. PAI teachers also invite students to get used to behaving well towards the Mother Board of Teachers of all employees and friends. in Curriculum 13 Islamic religious education lessons have an attitude (moral) assessment so if the moral is not good it will affect the value of Islamic Religious Education.
The researcher concludes that moral development carried out with a personal approach is a step taken by the teacher by approaching students individually by providing assistance and solutions to problems faced by students and moral guidance to each individual. This approach is carried out by the method of dialogue / hiwar, which is a conversation alternating between two or more parties on a topic, and deliberately directed to the desired goal.
The habituation strategy requires several methods that can be used to create students' moral habits in SMP Negeri 1 Pandaan, by creating a commitment jointly by the components in the school, managing activities with a clear strategy or program, and continually improving each activity. Among the methods used by PAI teachers in Pandaan 1 Public Middle School are to ask students whether they have shaken hands with parents at home and what moral activities have been done at home or community environment to familiarize students with noble character, here the teacher also uses the Role Playing method which is provide opportunities for students to practice placing themselves in roles and situations that will increase awareness of their own and other people's values ​​and beliefs. With this role playing method, students are expected to be accustomed to having good character in parents, teachers and friends.
For granting penalties only given to students who do not comply with school rules, then the punishment is only given. In all classes there is a class agreement or class regulation, for example taking goods belonging to a friend must return the 2X fold. With the punishment expected that the children understand about the violations that have been done and will not do it again.

                                                                         DISCUSSION

1. Direct Education
a. Personal approach
The way that Islamic Religious Education teachers at SMP Negeri 1 Pandaan do is if those who violate male students are embracing them and being reprimanded. Usually invited to chat together in a comfortable place. He did not immediately interrogate him, but the students were invited to joke and tell stories first. The story enters the subject matter. If students who have been subtly advised but still commit violations, and the violation is too heavy, then the student concerned will be tried. If there are no changes, a warning letter is given. A warning letter is a sign that the student will be issued if ignored. If those who violate the female students the treatment is the same as the male students, but not embraced.
b. Example
From the results of research conducted at Pandaan 1 Public Middle School through the Exemplary method, the teacher must be able to provide positive examples of behavior, speech, movements and attitudes, for example when meeting people greeting, friendly and smiling, discipline in their daily lives, coming on time when the time learning, fun, and most importantly a teacher must pray so that his students become pious children.
c. Habituation
In implementing the approach and steps of habituation, several methods are needed that can be used to create the habit of akhlakul karimah students in SMP Negeri 1 Pandaan by means of greetings, each morning students shake hands with the teacher board, students must follow the dhuha prayer schedule and dhuhur prayer in congregation, if in class students have to help each other, they should not hurt friends, they must be honest with friends and teachers, when they meet the teacher students are polite and shaking hands, all the habituation activities are carried out routinely every day and will become habituation well. Teachers in the classroom while teaching also use the role playing method in which students play roles according to the direction of the teacher so students are more used to doing good morals.
2. Education indirectly
 Sentencing
In SMP Negeri 1 Pandaan the punishment is given to students who do not comply with school rules or regulations, in that class there is a class agreement or regulation in the class, for example the student takes the goods or money belonging to his class agreement that is returning twice the taken earlier, students who are not picky have to pick their own help the next day, depending on the severity of the violations committed by the students, all are done so students can be deterred and do not commit the violation again, if still not deterred then given a warning letter , if you still do it again, it is returned to the student's guardian or his parents are called to school.

                                                                   CONCLUSION

Based on the analysis above, the authors can draw several conclusions, including:
 Strategies for the formation of the moral virtues of students in Pandaan 1 Public Middle School include:
1. Personal Approach: Moral development conducted by a personal approach is a step taken by the teacher by approaching students individually by providing assistance and solutions to problems faced by students and moral guidance to each individual.
2. Exemplary: through good everyday attitudes and actions of the teacher, students are expected to be able to imitate the behavior of the teacher.
3. Habituation, namely: making a thing that was done consciously and sometimes forced, strived to be automatic and without coercion, through training and repetition continuously.
4. giving punishment: The method of giving punishment is given if students do not obey the rules of conduct, be it the rules in the classroom or outside the classroom.
